If you work on a construction site in Ireland, you’ve almost certainly heard of Safe Pass. It’s one of the most recognised health and safety cards in the Irish construction industry — and for good reason. In this post, we explain what Safe Pass is, who needs it, and how to get or renew your card.
What Is Safe Pass?
Safe Pass is a one-day health and safety awareness programme developed and regulated by SOLAS (the Further Education and Training Authority). It is a mandatory requirement for all construction workers in Ireland who work on sites governed by the Construction Regulations.
The programme aims to ensure that all construction workers have a basic awareness of health and safety on site. It does not replace more specialised safety training but provides a foundation for everyone working in or around construction environments.
Who Needs a Safe Pass Card?
Under the Safety, Health and Welfare at Work (Construction) Regulations 2013, any person who works on a construction site in Ireland must hold a valid Safe Pass registration card. This applies to:
- General operatives and labourers
- Tradespeople (electricians, plumbers, carpenters, etc.)
- Site managers and foremen
- Subcontractors and self-employed individuals
- Visitors and inspectors who regularly attend sites
If you are on a construction site without a valid Safe Pass card, you can be refused entry and the site could be subject to enforcement action from the Health and Safety Authority (HSA).
What Does the Safe Pass Course Cover?
The Safe Pass programme is delivered over one full day and covers the following topics:
- Safety, health and welfare legislation in Ireland
- Accident prevention and reporting
- Working at heights — falls and scaffolding
- Excavations and underground services
- Electrical safety
- Personal protective equipment (PPE)
- Manual handling awareness
- Noise and vibration
- Fire, emergency procedures and first aid
- Health and welfare on construction sites
How Long Is a Safe Pass Card Valid?
A Safe Pass registration card is valid for 4 years from the date of issue. After this period, you must complete a renewal course (also one day) to obtain a new card. It is important to keep your card up to date — an expired card is treated the same as having no card on site.
How Do I Get a Safe Pass Card?
To obtain your Safe Pass card, you must:
- Attend an approved Safe Pass course delivered by a SOLAS-registered trainer
- Complete the full day of training (attendance is mandatory)
- Pass a multiple-choice assessment at the end of the day
- Have a valid form of photo ID (passport, driving licence, or Public Services Card)
Once registered, SOLAS issues the physical card within a few weeks. In the meantime, participants receive a certificate of attendance which is accepted on most sites.
